Corto Maltese was an island off the coast of South America.

Batman: The Dark Knight Returns Part 2[]
There was an uprising in the Corto Maltese with the US siding with the government and the Soviets siding with the rebels. This lead to a conflict where the Soviets invaded. President Reagan sent in Superman to deal with the conflict and restore peace.
Superman continued to fight the Soviets as they brought in more fighter jets, destroying and sinking many of their vessels.
