Efrain Baxter was a professor who spoke at the UN about whether or not Superman should kill villains.
Biography[]
Superman vs. The Elite[]
After Superman defeated Atomic Skull, Efrain Baxter spoke at the UN about whether Superman was doing enough to stop villains or if killing them would be a better option. He showed his support to Superman and told him he was only doing his job by raising the questions.
Later, Efrain argued in a television debate against a Pundit who declared that the Elite were doing things right by killing criminals where as Efrain disagreed and sided with Superman.
When the Atomic Skull broke out of prison, Terrence was excited to see the Elite and rushed to the crime scene. Efrain followed and got in the way of an Atomic Blast, saving his son's life, but sacrificing himself in the process.
