Batman: The Dark Knight Returns Part 2[]
Congressman Noches was with Elsie, an escort from Kyle Escorts. She kissed him and gave him instructions that he obeyed due to the mind control lipstick provided by the Joker.
Noches climbed out onto the 40th story ledge of the Gotham Vista Hotel, naked except for an American flag, and demanded for a full nuclear strike on the Corto Maltese.
A police officer approached to try and get Noches to come back inside but he slipped. The officer grabbed the flag to try and stop the fall but Noches fell to his death.
