James Gordon is the commissioner of the Gotham City Police Department.

Biography

Batman

Commissioner Gordon regards the Batman as a rumor at best and vigilante at worst, though later, he and the citizens of Gotham publicly acknowledge his usefulness, and receive from him the gift of the Bat-Signal.

Batman Returns

When the Penguin has Batman framed for murder, it is implied Gordon is not entirely convinced, as he was not willing to use lethal force in order to apprehend him, and publicly refers to Batman's batarang in the crime scene as "purely circumstantial".

Batman Forever

Gordon is shown to be fairly acquainted with Bruce Wayne and know each other very well, judging by the conversation they have about Dick Grayson.

Batman & Robin

Gordon continues to collaborate with Batman, whenever possible, calling him either with a Bat-Signal (this time, Batman comes directly to the source of the signal and talks to Gordon) or by video connection.
