Biography[]
Batman: The Dark Knight Returns Part 1[]
The Mayor got multiple letters from the Council of Mothers and Victim Rights Task Force demanding that more sanctions be put in place against Batman. The Mayor responded at a press junket stating that it was still being taken into consideration.
A week before James Gordon's retirement as Commissioner, the Mayor hadn't decided on a replacement, when asked why he claimed he was still polling opinions.
After the Mutant Leader's arrest, the Mayor blamed Commissioner Gordon's incompetence and Batman's "terrorism" for the Mutant Gang's threat. He appointed Ellen Yindel as Gordon's replacement and arranged to meet the Mutant Leader face-to-face to try and resolve the issue. Within seconds of being left alone with the Mutant Leader, the Mayor was murdered.
