Stevenson was the Deputy Mayor of Gotham City until his predecessor was murdered and he was appointed Mayor.
Biography[]
Batman: The Dark Knight Returns Part 1[]
Deputy Mayor Stevenson stood beside the Mayor as he announced Ellen Yindel as the new Commissioner following James Gordon's retirement. After the Mayor visited the Mutant Leader in prison to try and negotiate and was killed, Stephenson was promoted to Mayor.
Mayor Stevenson pleaded with the Mutants begging them to come to some kind of agreement in fear for his own life.
Batman: The Dark Knight Returns Part 2[]
When asked about Batman, Mayor Stevenson shunned the question claiming it's not in his job description to pass moral judgement but he passed the responsibility to new Police Commissioner, Ellen Yindel.
After the Joker's death, Mayor Stevenson called Batman a menace and called for his arrest, supporting the police in their attempt to bring him in.
